Leopold II ruled the Free State as its sovereign until 1908: in 1885 Belgium’s parliament made the union between Belgium and the State “exclusively personal”. Belgium took it over on 15 November 1908. Belgians administered it throughout, and the State held shares in the concession companies that gathered rubber.
