Concept
Union republics' right to secede
The formal right of each Soviet republic to leave the Union, written into the 1922 Union Treaty and later Soviet constitutions.
- Also known as
- Right of secession, Article 26 of the 1922 Union Treaty
- adopted by Soviet Union 30 Dec 1922 – 26 Dec 1991
The 1922 Union Treaty stated: “Each of the united Republics retains its full liberty to leave the Union if it so desires.” In December 1991 the republics used that right to dissolve the Soviet Union.
According to the Russian government, this right was “the mine” laid under the Soviet state and the cause of its disintegration.

the mine laid at the initial stage to destroy state immunity to the disease of nationalism was ticking. As I have already said, the mine was the right of secession from the Soviet Union.
The disintegration of our united country was brought about by the historic, strategic mistakes on the part of the Bolshevik leaders and the CPSU leadership, mistakes committed at different times in state-building and in economic and ethnic policies.
Lenin’s ideas of what amounted in essence to a confederative state arrangement and a slogan about the right of nations to self-determination, up to secession, were laid in the foundation of Soviet statehood.
